For deck that needs lots of energy such as raindance(blastoise), you need at least 18 energy. But for deck like haymaker(cheap attack), you need only 12 -14 energy.This will save a lot of space in your deck.

Picking the right pokemon for your deck is important too. For sneasel(neo genesis) deck, you should include gastly(fossil) to take back your darkness energy that has discarded. You can also pick slowking(neo genesis) that can protect your pokemon. A deck should include baby pokemon(your opponent has to flip a coin to attack it) that can stall your opponent for a few turns. Cleffa(neo genesis) is usefull in almost every deck because it is a baby pokemon that can give you a fresh hand from its attack.
